Dear Greater Kitsap Community,

For over two decades, Kitsap Cancer Services (KCS) has been a lifeline for local families navigating the
financial hardships of a cancer diagnosis. Jackie and Mark Smaha established KCS in 2004, to address a
financial gap within the cancer community. Jackie was driven by her own personal experiences with
navigating the difficulties of a cancer diagnosis. The financial hardships that patients and their families
face during ongoing treatments can be overwhelming. The Compassionate Care Grant has alleviated
some of this burden by providing support for necessities such as rent, dental care, utilities, groceries,
gas and mental health counseling. Their commitment to Kitsap County has contributed to over
$723,800 in financial assistance given, impacting lives in profound ways.

Jackie and Mark Smaha’s visionary leadership has transformed the lives of countless families in Kitsap
County, leaving a legacy of compassion and hope. After dedicating more than 20 years to this mission,
it is with a cheerful and resolved heart that we announce the retirement of Jackie Smaha as Director of
Kitsap Cancer Services. Mark and Jackie are now pivoting towards a new focus in their lives and feel
this is the perfect time to transition into a support role. KCS fully supports their decision and has
awarded them with Emeritus Status.

As Jackie transitions into a well-deserved support role, we are thrilled to welcome Arkisa Louis as our
new Director. Arkisa is a native to Douglas, Georgia, and moved to the Kitsap area with her husband
and three children in 2015 to fulfill her military obligations. She proudly served over 11 years in the
United States Navy, half of which as a paralegal to the Navy Judge Advocate General’s (JAG) Corps.
She was honorably discharged and medically retired due to her own cancer diagnosis. With her
remarkable dedication and personal connection to our mission, Arkisa brings a fresh perspective and
deep empathy to KCS. She is eager to serve the community in this new capacity.
